Google says a phone number was used too many times: what the error means

When Google says a phone number has been used too many times for verification, the problem is a Google verification limit, not simply an SMS that has gone missing. Repeatedly requesting a text to the same destination does not establish that the limit has changed. Read the exact error before spending on another receiving offer.
